This is a red ensign with the Jordani national flag in canton, and a green emblem (two crossed swords under a crown) in the fly. This is found in Smith 1980.

At this webpage [broken link] you can see a Jordanian army field hospital in northern Afghanistan with the red army flag(s?) and no national flag of Jordan. It seems that the red flag with Jordan national flag in the canton and with army badge in the fly is one of a few true war flags (i.e. ).

Actually, the foto is not that clear. My impression is that the field of the two flags have different colours: the one at the left a (darker) red, the one at the right rather orange. So possibly the red flag is the actual army flag, the other one is the flag of the civil defence (or a variant of that), that is perhaps also used for (army) hospitals.
